ATTENTION CPU Usage Oscillation when running 3D Max 5

When I start 3D Max 5 on my computer, the CPU Usage percentage oscillates continually on Winlogon.exe between 5% and 97%. This virtually brings the system to it's knees. I am currently using a P4, 1.7GHz with 512MB RAM and running Windows XP SP1. This also occurred on Windows 2000 SP3. It does not start until MAX is started and the only way to get it to stop is to restart the computer. I would be very greatfull if someone could give me an idea on what might be causing this and how to resolve it.
