How to in PHOTOSHOP create this

interesting but am unable to duplicate this effect?.....who can explain the best way to create this??

MMM this is not my creation...I would like to do one with a longer tail

create a black background. On a empty layer above it create the basic shape. Blur it. Then set the layer on dissolve. flatten the image and gausian blur it.

There are other ways, buuut if that's works that's pretty much the easiet that comes to mind.

then there's always film grain filters to play with it farther.

Plus if you convert it to greyscale you can edit the curves to change the sharpness of the edges. I do that alot to get better defined reflections.
